Create a Mobile APP and Website tool for transportation planning

I want to develop an application that allows a person to calculate the "true" total time and costs associated with transportation in and around a city. The APP is the next step beyond Google Maps Navigator. It will compare travel time, admin time, and walk time to calculate the "true time" for travel. It will also compare rental/reservation costs, money per gallon, parking fees, etc... to calculate the true costs. Finally, it will display mutiple options that compare both True Time and True Costs. The Website and Mobile APP will have the same functions for each customer.
