Backend for revolutionary mobile chat app in PHP

We're building a revolutionary iOS and Android chat app focused on groups chat. For this we're looking at developer(s) who lives PHP.
A basic profile:
* ORM - doctrine most likely
* Frameworks - i would like to know which PHP frameworks and why you / people prefer (fuelphp, cakephp, symfony2, code ignitor, lateral etc). note what we need is quite lightweight qua logic and coding - high-end image caching - eventually will need load-balancing
* SQL (relational) in mysql
* enough knowledge to get LAMP running
* OOP in php
* REST API (incl routing)
* JSON
* git
* image manipulation server-side (simple stuff - cropping, changing resolution, scaling)
* OAuth
* understand ACL and a service bus also used for authentication at the component level
* Services - i.e. build up a loosely coupled environment in which we can hook up different services later on as we develop
