CSS to Joomla Conversion

I want to convert this static template to joomla site:

Current site has 6 unique pages with the top half of the designed reused on all 6 pages.

1) All text must be managable in the backend

2) one scrolling static banner (needs to be manageable in the admin portal)

3) When new pages are created, the main them designed is to be reused.

4) Content area of new pages need to be scrollable. e.g. new pages for category

5) Add Google Map location based on address (easy)

6) Contact form with capcha
