Change Frame-Structure of existing project

[url removed, login to view] is a German page with a lot of animated gifs.
The page was build 2004 with a frame structure (left, main, right, top), which is not longer up to date.
The aim of this project is to delete this old frame-structure and have a page without frames but with the same look and size.
The names of all existing pages should stay the same.

I think the best way is to create it with .php by including the existing pages.
Please feel free to ask every question. It is very important for me, that the final worker knows, what this project is about.
Time is not that important, I just want a good result.

After some questions here are some more informations about this project:
- The estimated number of pages is 500
- all pages are static and currently in HTML
- the animated gifs are placed in real folders
- the worker does not need to speak german (but english :-)
- there is no CMS, changes are done manually
- The reason for the change is search-engine optimization! Currently the search engine just finds the single frame.
