build image uploading/product preview plugin with customer to supplier tranactional managment

Im looking for premium execution of a plugin that can deliver the following criteria for a canvas printing business. 1) It needs to handle image uploads from the front end of the site and some customer enabled editable features with a final preview on a mock up before the transaction takes place. This plugin will need to handle where the image is sent (this can be a secure online cloud account that can be adapted as we grow the business. We're open to suggestions for affordable options if you know of any?). 2) The plugin will then propagate a sales order with download link to be automatically sent to a supplier contained within our suppliers list/database. There needs to be a section in the CMS for this. These suppliers need to cover set regional areas (UK only), so for instance an order from a customer from the west midlands will only be sent to the dedicated supplier to that region. 3) Automated payments must be sent with the sales order to our suppliers. We are looking for a button on the sales order that will direct the supplier to collect their payment in full after they download the image. maybe once the image is downloaded a script to direct them to collect payment, therefore they can only take payment after downloading the image. (this falls under our t&c's to all our suppliers) This script must be secure and can only be executed once to avoid over payments to suppliers. Once an order has been download and payment has been made we will need a notification via email and to a place within the CMS of the plugin where we can reconcile the entire transaction. We are using papal to handle all transactions to the site. That is the main points we need for your consideration.
