Application sending Configuration SMS

Hello, following Project: We have a product which is a SIM-Dialer. Its a PCB (printed circuit board) which is very very thin with a chip on it. You put it underneath your SIM-Card. When you shut on your mobile you will see a STK (Sim Tool Kit)? Menue there. We need a Windows based Application which allowes us to send configuration SMS to Mobile phones worldwide to configure this Application for our customers remotely. Its like you get your configuration SMS from your operator to store MMS or wap/Internet configuration. Please let us know what you need for. Thanks.
