I need a Delphi coder with SMS PDU experience (preferably, although not required as anyone with basic Delphi skills can handle this job.) to modify some code of an existing project.
Please provide details of relevant experience in this area.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

There's a change in requirement. After gathering some feedback, i felt that it might be necessary for me to start on the amendments first.
The status of the work done so far is that i could form all the PDU up till the User Data Header.
So everything is done, except for the 7-bit encoding for the User Data, which is different from 7-bit encoding for the case when there is no UDH.
I already have the delphi function to do 7-bit encoding without UDH, please provide a bid for modifying it to work for the case where UDH is present.

I can provide the 7-bit encoding function on request.
The scope of the project can be extended to decoding concatenated 7-bit and 16- bit SMS if first part goes well.
