Auto Dialer Application Re-Write

An auto-dialer application designed for multiple customers with child (sub-user) customers, each having 1+ campaigns, that will allow phone lists to be called based on filtered criteria by State, Area Code and/or Timezones (international dialing as well) ... programs will interface to an asterisk PBX, utilizing a MySQL database server for housing the data, and also requires a front-end website for controlling all aspects of the system, from administration of the service itself, to allowing customers to control their own data/campaigns/child customers/etc.
This is a complete re-write. We currently have a system that utilizes MySQL as the database server. The Dialer's and the "Rack Manager" are written in Delphi (6.0 I believe), and the website is utilizing PHP. The current system is very slow. Our existing part-time programmer (who did not write the program, but knows the existing system throughout) agrees that a complete re-write needs to be performed. Our part-time programmer is not available to re-write the new program from scratch, but would be readily available for any and all questions and/or concerns in regards to the whole project. There is no scalability with the existing program as well. The new program would need to be scalable.
