Browser File Association

I have an idea for a program, but im having dificulty with one aspect of my project. Basicaly i need the correct source code for VB6? to make all popular browsers load my program when a link is clicked on the page. In a simular way a mailto link reacts and opens up MS Outlook. For example when the following link is clicked my program will load, but also data needs to be passed to my program from the link in the way of command line data.
