Calculating the base rate and percent off the list rates

Enclosed is a sample project I am working on. It has 2 samples with values. What is needed is to calculate the base rates that would be based from the total rate in addition to the home delivery charge and the fuel surcharge. The formula for the total charge is this

Base Rate Plus Home Delivery Charge

Then the value times the fuel surcharge

whatever is that; then add to the base rate plus home delivery charge.

Its true for the other. What is given is the home delivery charge; the fuel surcharge and the total charge but not the Base Rate. First; the base rate needs to be calculated. Then another calculation is needed to calculate the percent off. Don't know the formula but that's whats needed (so when taking the percent times the list rate and subtract; then will equal the discounted base rate).

The purpose of this project is I am developing a system to calculate the discounts. However; the only information given is the Total Charge through the web service. I need to know the base rate percent off so the system can then calculate the proper discounts.

## Deliverables

The source code only for the work. I presented 2 examples. However; since there are 2 textboxes; then if I will in the other values; then it must be able to correctly give the discounts and the percent off (can't just use a bunch of select case statements). Must remain in VB.net.
