Build a Website

I currently have a website built using basic html and flash hosted on linux server (uses cPanel) with a local company (domain is also registered with them). A slight complication is that the email is hosted on a windows server (i dunno how, we basically shifted from a win server to linux recently). I would like to shift both the domain registration and hosting to an alternate provider (need to evaluate a good provider) and move to a wordpress based site (theme to be selected and purchased @ ~$25 budget). Most of the content can be migrated in the same form from the current site, the rest of the pages can just be created for me to fill them with contents. The structure of the site needs to be discussed and agreed upon. Graphics and pictures re-sizing/formatting for them to work seamlessly will be a part of the developers responsibility.
