CMS in Modx Revolution - Please Help!

Hi there,
I'm trying to build out a website from scratch with a few layers of security/ access.
I want to use Modx Revolution in this project as I know PHP and likely will have a need to extend this site to include more / different types of pages in the future. Also I am interested in the SEO ranking of this site, so would like this to be a priority in the website's configuration.
I can supply wireframes, navigation bars, logos, and anything else that makes this design easier.
I would prefer someone to build this in a sandboxed environment, and once complete we will port this code into a "live" setup.
This website will need to have roles/permissions set up, as there should be the following layers:
1) a generallly accessible HTTP website which has the capacity for users to log into...
2) a site that is accessible once a user has registered/paid for content (the "walled garden")
3) within this internal login, there should be tiers of access (Silver/Gold/Platinum), allowing users to access progressively more information.
I am happy to provide more information once I have an understanding of your past work/ code samples from previous projects as code quality is important to me.
The priority here is to have a fully functional CMS in Modx set up, that is easily navigated and intuitive to the user.
