Community Portal

I need a community portal. The features and design will be some sort like friendster, myspace and also e-circle (abolished, it was around few years ago.) except that there will be articles, news for users, members/non members to read. There will also be some alteration to the design and layout. The front page, admin, should be able to add in articles, news, pictures, etc. Non members will be able to read articles etc, but extra features, will be available for registered user. I would also need a back end so that I could maintain the site easily. The portal should be able to handle high traffic and be available for upgrades in the near future. Need an experience, trust worthy, reliable programmer. Max $500 for this project.
