Convert site format to WordPress and organize page names

we currently have a website that we redid not too long ago that has about 30 pages total. Im looking for a WordPress expert that can do this conversion and to make sure our online forms (about 4 total) all function properly and that the format, code, etc all come out the same but just in WordPress. We've noticed our website person never created a heater and a footer that runs on all pages but rather did each page separately. We're looking to redo this format and to rename all pages to what they reflect without abbreviations and to update all correlating code and retest everything to make sure everything is functioning properly. We also need a generic landing page created (we can provide an example to duplicate) that we can internally update with various logos and info for different vendors of ours. Looking for someone that speaks good English and can communicate well with us on this project. Thanks!
