Create a Voting system similar to...

The need is to have a voting system just like the one at the following link - [login to view URL] - it will pool images from galleries on the site. In a separate project to be posted in a few - this is needed for a mobile (responsive theme) version. The current site is in Drupal 6 and I would prefer this to be done in Drupal 7. So consider the effort to convert the site to D7 as well. Please examine the link provided and do not respond unless you feel you are confident in the task and bid with that in mind. Anyone that bids blindly and then comes back with "oh that will cost more or take more time" will be politely ignored.
