Create html from PSD

I have a PSD which is 1600px x 886px. This needs to be converted into an HTML template. The deliverables should include all sliced graphics and html. There is a semi-transparent section in the middle for the content of the site. The header section should remain at the top of the page even when scrolling. The footer should remain visible at the bottom of the page at all times. The content should scroll within the white box. The completed template should be table free. I have attached a sample of the PSD in JPG format for you to view. In your bid, please include price, completion time and which languages you intend to use.
