basic dating site with a twist

I'd like someone to help me get my vision for a dating website off the ground. I'd imagine what i'm looking for initially would be a fairly basic, 4-8 hour job for a good web developer. Key about this is that it's not going to be run of the mill mass member dating site. There will be two home pages to this site, one for females and one for males. The plan is to only offer one month membership at a time (free for females, $39.95 for males) - every month a new 99 members will replace the old 99 members essentially making it like a speeddate bootcamp. I'd like each home page to have neatly tiled all 99 current months members photos, with a brief caption on each member and a link to a profile that the general public can read and give a thumbs up or down rating to. For the current 99 members of each site i'd like them to have a log in area where they interact with eachother via private messaging over the course of the month. If possible i'd like the admin to have the ability to lock profiles so at the end of each month access is blocked for those members that choose not to renew their subscription. Based on the ratings a member of the month will be featured on each home page for the duration of the following month. So as you can see whats needed is... *Two very basic looking homepages with the ability to tile 99 member thumbnail profiles plus a featured member profile. *The ability for public to be able to view and thumbs up/down each profile. *Member sign up/log in to private messaging * payment processing facility for male members (paypal is fine) * some way of managing that only 99 profile spots a month are sold (a waiting list?, numbering the profile spots at checkout?, sku codes seperating the spots available by number and month?) * admin management to ensure each month a fresh new 99 people are given access to the site and their profiles replace the previous months 99 * A comment box on each profile for the general public to leave a comment on each profile *If at all possible the ability to have a thai version of the website I have some basic ideas for logo and web look/layout though certainly welcome input.
