blog and forum design and coding

In need of a person to design and code for me a blog and a forum. You will have to show me which of the various scripts is better and i need a very good security for my website. the blog as well as the forum will have multiple categories so i need a clean looking yet appealing web design for both. SEO must be done as well for both of them in order to get in google first pages for different keywords.
