design; convert mov to flv files and post it for a website

I am looking for a programmer who can do the followings: 1. Convert mov. to flv in highest quality (20 second clip, 20 or 60 MB in original) 2. Add a video player to our website; and have people watch the video. 3. Change a current web design of the site to accommodate the addition of the video file. All the above pays $40.
