A human resource job posting website

I would like to create a job posting website - *** Must be multilingual *** - A human resource job posting website - Ability to pay online via paypal in order to post a job. - just like Get A Freelancer's website (but multilingual is a must) - No flash required - Need backend administration feature, (similar to oscommerce's admin page, able to view/modify configuration) - For multilingual part, I will have a translator to do the part. So prefer to have the site designed so that the translator doesn't require extensive coding skill. (again, like oscommerce's method of implementing languages)
