Application Runner

Hello, I need a delphi application that will start stop programs in a list, the list view should show executable program name, active checkbox, restart frequency (in minutes). I must be able to add a new program (exe, or any other file extension that can be run for example a .bat file or a .html file) to the list and say that it should be closed and run again every 30 minutes. It is important the application running gets closed at the end of its allowed time period, this should work in win98, winMe, win2000pro and Server and winXP, i think win98 and ME has different system then win2000 about threads. All applications/programs can have different intervals to be restarted, and can be deactivated or activated. The list should be saved in a plain txt file. The user interface should be simple done only with delphis own components, other components for the functions of the program can be used but they must be free with source. !!!! Also the program must compile without problem in Delphi 5 or 6.
