We are looking to someone to build an RSS reader which will run on Windows. There will basically be two images that will be provided, one is a sort of mascot whilst the other is a background for the RSS headlines. The site has two valid RSS feeds for both news and fixtures. The app needs to have the following features and do the following things: -Be packaged with some sort of installer so people with little experience can install it. -The App needs to be able to be dragged around the desktop -It needs to be able to be minimised to the system tray. -It needs to poll the RSS feeds from a hardcoded time interval, upon detecting new stories it will display them in the application and automatically bring the window to the front (or animate the systray icon) -Configurable option of transparency - not majorly important but a nice added feature. Once the app is up and running we have more ideas to take it forward based on the popularity. We'd like to work with the same person over several months to keep adding additional features past version 1.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
## Platform
It doesn't matter what language is used to program the application except it needs to run on Windows (2000/XP). I believe it may be best to use .NET although if there are other options please list these.
