I believe I need a COM+ DLL application. It needs to be called from VBScript using the following syntax:
Dim Obj
Dim AppParm
AppParm = "Test"
Set Obj = CreateObject("[login to view URL]")
[login to view URL](AppParm)
When the ShowBrowser function is called a 320 x 400 application window should appear in the center of the screen and load a web browser that launches a hardcoded website. For now, we can just launch [[login to view URL]][1]. The browser windows should just use the standard IE browser control. If possible, I would like the right click functionality disabled on the browser control. In addition, I need an install package to deploy this to several PCs running various versions of Windows so please let me know if your solution has any limitations or version requirements.
I am a developer, I just don't have a lot of experience with COM+ and how this needs to be done and I'm too busy to research right now. I don't think it's that difficult, but I will defer to someone who knows more about it as I mainly deal with .Net and stand-alone applications.
Please let me know if you have any questions or need anything clarified. Quality work and timely delivery will almost certainly lead to future projects.

Thanks to everyone who has bid on this project. Unfortunately, the scope has changed and I no longer need a seperate DLL that can be referenced from VBScript. The client has decided that they would like to add this functionality to an existing VB6 application as a seperate form. That's easy and I can handle that, but I still would like to disable the right-click functionality from within the application and not through the page that is loaded. If you can tell me how to do this in VB6, please resubmit your bid for just that code. Thanks and again I apologize for the change in direction.
