C# Class to return whether window is blocked (by modal form)

write a method that returns true if a target window (IntPtr) is blocked by a modal form or modal window.? ? For instance, if i open IE7 and click Help/About, IE7 is now not available because the Help About Window is modal and must first be cleared before IE can recieve input. I dont know the Win API very well, so instead of posting a question on a forum somewhere, i will gladly pay a coder here to do it for me.?
