cross referencing program

I am starting this over again because I was poor at being clear on what my needs were at first and the system is not so easy for me. I am looking at paying somewhere between $100-$500 for a full package. I will supply the data from excel files and they can be transfered to what ever program you deem best that will search data quickly ang bring up pictures as well. I got bids of $15 and $30 dollars and I don't know what you can make for that but it can't be much. So lets be fair. PLEASE read over my requirements CLEARLY and respond with a price and a full explanation of what you propose. Check out the add ons and I'll try to resend the attachment. The attachments are wordperfect and word. The wordperfect has some cheap screen atempts. I would like it to be a little nicer. I want the finished product to look professional but simple.
