Display Wordpress comments in a timely manner (plugin)

Hello ! We do have pages in Wordpress with 1000+ comments. We'd like to be able to progressively display them starting from the time a visitor signed up. Instead of showing them all right from the beginning. The goal is to emulate the fact that those comments are posted on a regular basis rather than right from the start... which lower their credibility in the eyes of a new visitor. The plugin should be active on a "per page/post" basis. While editing a page/post, we'll activate the plugin through a widget. This same widget will have a first input field where we can specify how many first comments should be displayed, from the start, when a new visitor signed up. And a second input field where we can specify where to redirect the visitor if he hasn't signed up yet. We need a MySQL table for this plugin. How it works... When a visitor visits a page/post where the plugin is activated, it should check for the "who" variable in the URL. Like [login to view URL] If this email is not already registered in the plugin table... It will register it and save the current date and time. And it will display the first X comments as configured in the widget (always order comments by date asc). If this email is already registered in the plugin table... It will compute "time difference" between registration date/time and now. It will display the first X comments. Take note of the date/time of the last comment posted within those X comments. Add "time difference" (computed sooner) to this comment date/time. So that we have computed a "display up to" date/time. And display every additional comments posted before this computed "display up to" date/time. If the "who" variable is not in the URL, visitor gets redirected to the URL specified in the widget for this page. Code needs to be commented At least, each method should be commented. No more than 20 lines/method without further comments.
