Auto Response form for Website

On my website [login to view URL] if you go under, "Mortgage Services" and then "Daily Interest Rate Watch" you will see a chart which shows interest rates for various loan products. I would like to program it so that when a user signs up for this service, I am notified via email and they can choose one of a few things: 1. Email me interest rates for a certain product(i.e 30 year fixed) or multiple products, at a certain time- Daily, Weekly, Monthly 2. Email me interest rates for a certain product ONLY when they reach a certain point (i.e 30 year fixed reaches 5.75%). They would then be emailed only once for this and not again unless they rose above 5.75% and then dropped below again, triggering the email. The chart which I have there is from [login to view URL] and is not mandatory. If another chart similar can be used easier that is fine also. I just need to make sure that it is acceptable first. I know some charts are on [login to view URL] which would also work. This should be relatively simple for someone with some programming experience.
