Blog aggregators and Rating

There are three blog ([login to view URL]) aggregators (Tamil lanquage) which collect the ratings of each article from my blog. these aggregators have individual voting bars. as the viewer is not likely to click on each of the three to rate the article, I'd like to setup the below. 1. When closing the page from <<ur blog address>> I'd like a pop-up to appear and prompt the viewer to rate the article. 2. Once they click (+ or -) rating the article, the result should be sent to all three blog aggregators. Please assist to setup the above.
