Display Images in List with Up down button VB.net

I need to display list of thumbnail images in a list reading from a xml file which stores urls only, but the important part is the up and down button basically replicating the scroll feature without the scroll bars. So for example there are 5 images and the screen resolution is allowing only three to be displayed then the user click on down button then the list will scroll up with dsiplaying 4 and the 5th images. Also is important to if the user click on any image it displays the image in the right hand side with a Image ands ome explanation about the image.
