Create Python Based Torrent Scrape

Servers are Currently Running Apache, MySQL 5.5 Debian 7 & Ubuntu 12.04 LTS I have a separate table for ALL trackers, which each info_hash attached. ie. Row 1: [ID] [40B HEX] [[login to view URL]] [Seed] [Peer] [Updated] [Status] Row 2: [ID] [40B HEX] [[login to view URL]] [Seed] [Peer] [Updated] [Status] Row 3: [ID] [40B HEX] [udp://[login to view URL]] [Seed] [Peer] [Updated] [Status] etc etc.. I am needing a Tracker Scrape script, that will first check to see if the Tracker is online (then updating the database with it's status so doesn't check it repetitively) and then tries Multi scrape, and if that fails attempts single scrape i have a php based script (from a paid script) that does all of these functions, but i am looking for something python based. it Must be able to Scrape HTTP AND UDP Protocols. Currently my site's tracker database is populated by Bitsnoop's API and as a failover if it is not found on their site then reverts to the ones inside the torrent file. This script will have NO Access to the .torrent files (as they are hosted on a remote server) i can supply a Vps server to use as a testing server for this project (which will just have mysql with partial contents from my database) if needed. Maximum of $80 for this script to be made if possible.
