I am hesitant though on potential scope creep as all of the scenarios might not be displayed in your examples. My proposal bid is specifically based on solving the three examples that you have provided in the pdf, and provide the attributes to each segment related to: X_low_env X_low_odd X_high_evn  X_high_odd Dead-Ends Time frame and budget is expandable if scope is outside of the proposal as related to the PDF examples 1,2 and 3.
