Form does not attach CV when user not logged in

I have a website that is for job seekers and the problem is that if user is not logged in attached cv never comes to an email address also its not registered in the applications list in the wordpress admin. If logged in all is working. It appears that plugin developer has disabled this feature by default as it is in the change log on his website. Here it is {$resume} – Resume object containing resume data if applying user was registered, otherwise NULL (since 4.1.1)
