first of all, a domain name costs about $9. $25 might not be enough for what you want, it's possible to create a blog without buying a domain name and it's also possible to create what you want with your budget but about traffic i am a little confused, there are many ways to get traffic, the most effect way is to get on google first page but this can only happen if your main keyword has no competition... what exactly did you mean about traffic?
