Development of a SMS survey website (PHP/MySQL)

Please have a look at the attached chart to understand the concept of this project. I want to set up a website where website users (users hereafter) can perform SMS surveys (SMS gateways is existing) amongst their team members. The sign up, activation and log in procedure for users already works fine. Also the team member management (highlighted in green in the attached chart) is already implemented. All other stuff would be part of your job. See below for details ## Deliverables Details (I appreciate your comments or suggestions) : PART A (MANAGING SURVEYS) Users should be able to create new, edit existing and delete surveys. Each survey should consist of a question (e.g. “What are you doing at the moment???) and various (I guess up to five would be enough) predefined answers (e.g. “customer contact??, “general office work??). PART B (PERFORMING SURVEYS) PHP file. If this file is loaded all active surveys are run. The script should select random team members participating in this specific survey which are not inactive at this specific time (team member database should contain information at what time a team member is inactive, e.g. during lunch time). A SMS is then send to these team members (SMS gateway is existing) containing a link to the survey (simple auto-generated webpage containing questions and answers of the survey as well as a textfield for free-text comments). Team members are supposed to complete this questionnaire. After submitting the form, team member ID, answer, comment, timestamp the question was sent and timestamp the answer was saved will be filled into answer-database. PART C (REVIEWING COMPLETED SURVEYS) Users should be able to review all corresponding surveys and their answers saved so far. I think this should contain some pie chart showing the percentage of each predefined answer, as well as a table listing team members and their free-text comments and time until reply. Min/max and average time until team members responds to the SMS would also be interesting to show. Comments on team member database: This database already exists, however, the structure should be updated to fit my needs. The user should be able to define up to three periods during the day where a team member will not participate in the surveys (breakfast, lunch break, etc.) Comments on survey database: This database already exists, however, the structure should be updated to fit my needs. The user should be able to define weekdays and timeframe during the day a survey should be performed (e.g. Monday-Friday, 9:00 am-5:00 pm). If PHP file (PART B) is loaded outside this timeframe (e.g. Saturday, or Thursday 6:30 pm) nothing happens. So this is the basic structure of the project. If this one is completed, several additional features are supposed to be implemented (user login using linked in account, Paypal-Interface).
