Custom work on GPT site

I am looking for a programmer to build and design a custom get paid to sign up site. This project will turn into several projects and may turn into a full time opportunity. I am not sure what programming is needed to build the site. It is up to the programmer. That is why I am looking. My requirements is that all applicates must be able to provide samples of previous works as well as contact information to the webmasters they have completed the work for. You must be available to me either though messanger or email. My time zone is GMT-3hrs I am requesting you be within 0-4hrs of my time. I have alloted $100 - $300 for the building and design of the script to the get paid to site. All other work will be paid accordingly.
