Convert Desktop Application to Web Application

We have developed a desktop application for inventory management. We want to convert this to a web application. The desktop application has been developed using Java/RCP/JPA technology stack.

The desktop application is based on plugin architecture where you can plug or unplug modules. We need similar architecture for web application.
We are open to any javascript framework or other java/javascript based technology stack to implement this.
The web application need to support following:
* Plugable architecture. Existing system is composed of various module which can be plugged or unplugged. I can help with the design if required.
* Themes Support. You don't have to provide multiple themes but architecture should be designed to support multiple themes.
* Application should be able to identify the browser and show pages large or small based on mobile or desktop browser. You don't have to build pages for both mobile and desktop. Only pages for desktop browsers should be built. But system should be able to support this. You will have to demonstrate one use case where different pages are shown for mobile and desktop.
* Based on the permissions menus/options should appear. Refer to the implementation in desktop application where menus/editing controls are not visible if user does not have a permission.
* Application is a multitanent application. Refer to Desktop application where you can create different companies each having own users and data. In the desktop application we create multiple databases but in web application there will be only one database. Existing database architecture support multiple companies in same database. You will not have to redesign the database.
Notes:
* Desktop application is well designed with separate core and UI layer. Core layer can be directly consumed by web application. For 60% of use cases we have service interfaces which can be easily converted to REST client.
* Existing backend is using EclipseLink.
* Desktop application is using Eclispe RCP and same set of core plugins can be directly used in web application.
* Current database is well designed and can be directly used to support multitanent web applciation.
