Converting any image to the colors of specific color card

Dear developer.
I need a software (including source code) that is able to reduce the number of colors of an image, according to the colors of a color card.
For example: I have an image that shows a landscape AND I have a way to define the colors I want to use (perhaps an image of a color card, like I attached. But I’m open for other (smarter) ideas).
Than the software will reduce the color depth according to the number of colors (shades) that are defined by the color card. In other words: The original has 48000 colors and the result on 16, if the color card contained 16 colors.
Please see attachments. And ask if something is unclear. I’m looking for someone with experience with image-conversion and I’m open for good ideas.
