develop a website for small service-oriented business

I am in process of establishing a small calibration business and am seeking a developer to create a website appearing more professional than others in the similar market. Id prefer if Flash is used, but am open to suggestions. I will provide industry related images, navigation titles, and text for the website. I also would like a "Market Research" section where I can assign a unique code to a potential client, and have them fill out a survey of their needs; then I would like to be able to combine that data with other potiential clients and develop reports todetermine what needs to satisfy. An application is currently being developed that tracks existing customers assets. I would like to have an existing customer have access to view their assets through this website as well. This will be the last portion of the project -possibly consider seperate if specified in bid process.
