I have a set of around 20 videos, all around 3 to 4 minutes long, mostly MP4 encoded. I want to create around 3 - 5 GIFs per video, with captions. Each GIF will be around 6 to 12 seconds.

I will supply a list of video links, a list of time codes for each GIF capture and the captions for each GIF.
