Create a Twitter Data API and Basic Interface

I need someone with Twitter API knowledge to make a very basic web app. The API must record numbers of mentions for a predefined list of phrases and usernames. The application will display the number of mentions for each phrase on a web page in a simple web based interface. The page will simply list all the phrases together with the number of mentions, like this: Phrase 1 + username mentions: x mentions Phrase 2 + username mentions: y mentions Phrase 3 + username mentions: z mentions and so on. In the web interface the user will be able to select the a time and date range in which to view the number of mentions -- so you can see the number of mentions for each phrase within a defined time frame. The application will calculate an average number of mentions for each phrase every 30 minutes. The application will calculate the percentage change and numerical change of the number of mentions for each phrase, every half an hour against the previous half an hour. The application will calculate the percentage change and numerical change of the number of mentions for each phrase every half an hour against the average. These five numbers (the average, the percent change, the numerical change, the percent difference compare with the average and the numerical difference compared with the average) will display below the latest value for the number of mentions in the last half an hour recorded. When there is a positive change the numbers will display in green. When there is a negative change the numbers will display in red. This will all be displayed on a web page on my server. When a number of mentions changes by more than 4% an email will e sent containing the details of the change.
