Android Application - GPS Location sent to SMS and Email

Would like an application which will run on Android Phone as a service or background application This will need the following features. A password protected screen - to stop our users changing the settings Tickboxes to enable the following Ability to send current GPS Latitude and Longitude and their credentials for our system to an entered URL and Store in Database (am assuming this would be done with an API) Ability to send current GPS Latitude and Longitude and their credentials for our system to a predefined SMS Number Would eventually want this done on the IOS as well but at this stage we will just stick with Android The person that completes this we would require to understand and be able to implement Android Applications, Create API for connecting to our database, Create a simple Database for this data, and be able to create SMS to send this info to a predefined number.
