Convert PSD to responsive markedup HTML page

We need a PSD file that needs to be converted to a HTML page. Clean HTML5/CSS3 is a must and references must be provided. Final HTML page must be cross browser compatible including IE8+ Rollover states are outlined in the PSD and must be implemented using CSS. No Images for buttons. This is a fluid design with a fixed nav width on the left and a second column that scales to screen width. There are place holder images for an image gallery in the second column. The place holder image containers must scale per screen width. Example; width 900 will have 5 images on a row. width 1100 will have 6 images per row; and so on. CSS font families will be provided. No images allowed for type/copy. Applicants should use the word “Cat” as their first word to be considered as a possible candidate. Applicants must have good verbal/written English skills and be available to speak on Skype.
