Design and coding of a new home page for our website

Good afternoon, We are wanting a new home page design and implementation for our website, we feel it needs to be more user friendly and with a wow design to keep people on our site and encourage them to move into the site further. So we have heading but i think those headings need more space in the main page, so for example a box with image for the blog and to move to the artists page etc. Type "homepage" on your proposal or it won't be read. We need someone to design the home page AND code and implement it. You must be able to do both. A quick design is required before the job will be awarded so that we are all on the same page. The best quick design will be award the job and able to implement this. Please make sure you are ok with this requirement before bidding on the project. Thank you
