Build an online artwork download page

I am looking for a website designer who can help implement or build a new site for us. We have over 5000 CorelDraw vector artworks that we want to put up for free on our current website or on a new website. The uploading of the artwork would be done by ourselves as we develop new artwork each day and we want to add to the database of images. The site would work a bit like shutterstock and similar sites. There should be a list of images and some category's to chose from or a search field that would filter the content. When a customer lands on our page they should see a list of the most recant artworks To the left there should be a tab with the category's and the search field kind like shutterstock.com. When the guest clicks on the image they would be redirected to a new page where they can chose the option to download the file, they should be able to chose between a jpg file in high resolution and a vector file .cdr or .ai to download. The website is free for our guests after they sign up. There should be a limit of 5 downloads / day for standard guests and an unlimited download for our loyal customers. We should be able to track each download a guest has made. it does not have to be anything fancy, it just has to be practical and clean looking. As for our own part, we want a way to be able to just upload the files in bulk, all files would be named for example [login to view URL], [login to view URL] and [login to view URL], the second file would be [login to view URL], [login to view URL] and [login to view URL] and so on. As for the description we where thinking of a csv file that can be uploaded to the server that links to the filename like 111,jpg description: medal with flags etc... these keywords should be searchable as should be the name of the artwork itself, if you put in 111 in the search field it should lookup 111.jpg. Please let me know the total for this project and the estimated time for completion.
