Adobe Illustrator Photoshop Design To Wordpress Template

I have a Illustrator and Photoshop design with layers that I want transfered to a Wordpress CMS Template. The template must have dynamic capability for menus, content, sidebars and also a section for rotating images. Either flash components or HTML5 for rotating images, would prefer HTML5.
Rotating sections in middle of template need to support overlay of text. A conceptual design of the layout has been completed and a link is available to review. I will send the link via PM to freelancers that quote on the project.
