Build a custom team uniform builder

I need someone to build me an application for my to use on my website to allow my customers to design and order their own custom uniforms. I offer basketball uniforms, netball uniforms, AFL uniforms, polos, warm up tops and hoodies.
My customers will need to be able to do the following:
Select from a number of standard features to add to the uniforms - Side panels (probably around 15 different variations
Select from around 50 colours
Add their team name using around 25 different font choices
Add effects to the text they add (outlines, warping - similar to any envelope options if you are familiar to illustrator)
Add a number to front and back (can be just a fixed number)
Add a nickname of customers choice
Add side panels and different design elements to the uniforms.
Choose from 5 different neck styles (for basketball, football and netball only)
Choose from 5 different shoulder styles (for basketball, football and netball only)
Choose from 2 different shoulder widths (basketball only)
Choose from 2 different shorts lengths (basketball only)
Customers will need to be able to key in all of the sizes they would like, as well as numbers and nicknames.
From there it would be ideal if the customer can pay for their order, and it sends this to me via email. Alternatively, it can send me the order and I can contact them for payment. I currently have a basic WIX website, so I am not sure how much we can integrate with it, but as long as I can get an email with the order details that is the main thing.
This needs to be able to be used on PC, android and iPhone.
I would like an idea on price please to complete this work.
I will be requesting to see a concept before you commence work, as well as a timeline to complete the project. I will also want to see some of your previous work prior to selecting a freelance to complete the work. I also want to know what platform you plan on selecting for this.
