The system functions are 1) employment registration (employer, employee, employment position) employers have a voice when the register their staff, they can rate them, add comment to employment position, verify the staff's ID against government database, and enable a trace incase the empolyee steals or commits an offence and disappears without notice. 2) employment history check in order to confirm that the staff worked where they said the worked and have the experience they claim and 3) ID verification to trust that the person are who there say the are. The system design is, rather than rely on previous employers for employment history verification.(most staff give correct previous employer if they committed an offence). The system checks the employment database, where trusted employers registered their staff. To trust an employers on the site, they must be verified. to trust an employee in your home, business or office there must by verified. Trust rating depends on the level of verification. while employee service rating depends on previous employers current and previous employers ratings. its a paid service, so payment is key. libraries should be used wherever possible to minimise typo and keep system uniformity..eg job description, job title, work experience (list of skills) . An employer can be an individual or a company. please a key target group for registration are domestic staff. a lot of employers are individuals. Organisations can have one or more registered users approved to register their employees into the database. multiple employee can be uploaded via a batch file. An employer can see all their employee. The can select and complete rating, add comment, enable trace, identify or end employment update. an employer can see all trace setup etc. Unemployed employee and trade persons can register on the system and post their availability but they will not be registered into the employment database. only employers can register their current staff into the employment database. system specification will have to be agreed first before proceeding to design and other steps. only experts should apply because i need hand holding all the way to building a commercial site with all the modern features. including being able to run a marketing campaign, get customer feed back, see analytics etc etc the rules for each registration and more detailed information will be shared with the selected freelancer e.g. the employee must give contest during registration by the employer. the empolyee is automatically sent a user name and password and the employee is allowed to see and enter a comment in its active employment record too. employee is allowed to complete end of employment too.
