Colombian Classifieds Website

Hi everyone, I am looking for someone who can create a classifieds website very similar to OLX.com. This website will be for the country of Colombia only. I need the freelancer to implement an interactive Flash-based map of Colombia so users can select a specifc state/city (departamento) from the map before entering the homepage of the website itself. It makes their search more specific to what they are looking for and its location. Once on the homepage, users can later change their city/state search just like the [login to view URL] uses now on their homepage. Posting a classified will be Free at first, but I want to have the option to charge users for posting a classified in the near future. I do however need to be able to have a page where users can pay for "Sponsored Links/Results" so they can be at the top of results using certain keywords (just like OLX has it now). Payments will be set up via Paypal or Credit Card instead of Adwords, I want it to be set up in a way that it is easy for me to manage. Other requirements: -- Must support both English and Spanish languages -- Minimum 1 picture requirement for most listings -- All Ad placements will be discussed. I do need a 728x90, 160x600 and 300x250 throughout the website. -- Project needs to be completed before December 24th, 2011. -- Freelancer must be easily accessible (ex: Skype, AIM, MSN Messenger), so the project can be discussed as it is being created. I want to make sure everything I need is added into the website. -- Entire website will be set up and tested LIVE on a hosting account (on domain name I provide) by both the freelancer and myself
