In 90% of cases I only do custom WordPress theme development. I assure these things in this contract: 1. I will convert your design files to pixel perfect bootstrap HTMl/CSS. 2. Convert that html/css into Wordpress theme. I will create custom options so that you can easily update theme for example: A: Header and footer options will be taken care form theme options. B: Any content of similar structure will be managed from custom post type. I assume from your design that content under "A published author" will come from custom post type.
