You mean you have hosting on godaddy. Right? Godaddy offers two types of development. One using their page builder, the other one would be a customized site. Which one of them you are talking about? I see that you are going to need a community based website where users would be able to upload stuff. Looks like a big system. I would like to see what information you already have.
